I can't get cloud backup to restore my roster on my new Nexus 7. I can see both devices (my galaxy nexus) in my google account dashboard, and the galaxy shows a Star Traders Elite backup is stored, but it doesn't show up on my N7 when I install the app.

That's a tough one -- I was installing ST yesterday on a Nexus 7 and it imported my cloud backup perfectly during installation and yet you've got the same device and no luck.
We're working on some other plans to replace Google's cloud backup because we are starting to find that even on Google devices on supported US carriers there are sometimes issues.
Perhaps you could try uninstalling from the Nexus 7 and the re-installing ST RPG while connected over WiFi and signed into the Google Play account? I have heard that Google cloud backup may have undocumented timeout settings that cause the APK installer to skip cloud backup if the network is slow.
Google strongly recommends against putting a "restore" button in the application and in as much as we can trust Google, thus far we've followed the best practices and reference implementations to the letter.

I was using Wifi when I tried. Just a few minutes ago google dashboard shows that the galaxy's backup has vanished. Maybe it's just really slow. I'll try again in the morning.

Odd. I started a new captain on my old phone phone and played for a bit, and then requested cloud backup. Hours later, no backup shows in google dashboard. How long should it take?

It depends on your device and Google servers, but not more than a few minutes. Basically what ST is doing is raising it's hand to the Android OS -- I have data to backup. Your Android OS Cloud Backup Service should run a sweep every few hours to see what needs to be moved to the cloud. If your device isn't sweeping (for example, Cloud Backup is turned off or configured like some Verizon device to only run on WiFi) it could be a long wait.

I only use "pure" Google experience Nexus devices because I dislike vendors crippling stuff for their own benefit. It's been about 12 hours and still no update. The dashboard says other stuff has updated since. I may have do do this the hard way: adb bacup/restore.

So it appears the problem is with the old phone, not the N7. Double checking my settings:
In 'Backup & Restore', I have 'Backup my data' and 'Automatic restore' checked, and the Backup account set to the same gmail address I used to purchase ST Elite. When I press the 'Cloud Backup' button in the roster view, it says "Google Backup Services ARE available".
Exactly once, sometime yesterday, it popped up an error or warning toast a second or two later, but I wasn't expecting it and have no idea what it said. It's possible that corresponds to the time that the backup disappeared from the dashboard, but I don't know for certain.
