This may involve too many special cases to be practical, but I think it (or something similar) would be awesome and add a lot to the game for people who've played out most of the existing possibilities. This is now doubly true with the new achievements.
The Temple of Shalun - Independent Space Station (treated in all ways as an urban zone, but located on a dead world)
Overall
The Starport
The Palace
The Exchange
The Spice Hall
New NPC Ship Captain Type - Templar
(type like Smuggler, Merchant, Pirate, Bounty Hunter, etc.)
Of course, it would be even cooler as an actual faction with special warrant variations and politics as well, but that would get excessively difficult to integrate into the existing system.

- Economy: Military
- Palace: High
- Econ: Moderate
- Security: Very high
- Hall: Low
- Exchange: Moderate (unless this is more about resilience, in which case: high)
The Starport
- Never suffers accident or closed military infrastructure
- Frequently has templar-type ships available
- Offers repairs and rearmament more like a faction world
- Contracts tend toward Alien Bounty targets with occasional blockades (retribution for princely violations of Shalun Law).
The Palace
- Never suffers an assassination event.
- Rumors are very rarely available (Templars aren't inclined to gossip outside their order)
- Contracts tend toward Smuggler Bounty targets and surveillance (checking up on factions).
- Sometimes offers Templar Officer
The Exchange
- Bad prices for spice (usually 0 available)
- Always under an Electronics and Artifact Ban (w/0 available in Exchange)
- Weapons available in large numbers (prices vary normally)
- Offers a good price on records
The Spice Hall
- Rumors are standard for the hall's stats
- Recruits are rarely available, and even then in low numbers
- Spice available as normal, entertainment much less so.
- Contracts tend to be messages and packages.
- Sometimes offers Veteran Officer
New NPC Ship Captain Type - Templar
(type like Smuggler, Merchant, Pirate, Bounty Hunter, etc.)
- Always Independent
- Tend towards higher levels
- Behave (Out of Combat) much like Bounty Hunters or Faction Military - if possible only scanning for Artifacts and Electronics contraband specifically
- Behave in Combat much like Bounty Hunters, with a focus on Boarding
