Fennian, KH and Los V all tend to have missions against them and it's easy to rack up neg rep with them. I've gone looking for a Streets HQ, but can't seem to find one (MnB suggests talk to all gang bosses, so figured I'd give a try). Is there a ladder for them? And if so, is it worthwhile?
Starting out from MnB Los V rep is horrendous, but the weapon, safehouse and one or two other ladder perks are worth turning them around IMO.
But Streets, has always just seemed like a scapegoat target. Am I wrong?

Streets does not have a ladder, but it does have Cognac Brawn. He gives out well paying assassination missions. Get his chip at the Bungalow in Camden street.
Spencer Street Butchers sells the best paying jobs for a newbie CK to Copley Square. They pay either 'very well' or 'excellent'.
In the Streets VIP lounge is somebody that can sell you the 3 job computer without making a trip to Mars.
The best thing about the Streets is the Connector, again VIP rooms, called Slick. He nearly always wants you to kill Blue Ox, for really good money. The rest of the time he wants you to kill somebody in Los V for standard rates.
The other 2 VIP connectors tend to want you to deliver messages to Blue Ox.
Thus I tend to work up Streets until I get Cognac's chip and a 3 job computer, then go to Fennian and get King's chip and then work more or less exclusively for Streets (and Blue Ox to keep the heat from becoming astronomical). It's a great way to make money. If you are playing Brutal, or Econ: Poverty, then it is an essential way to make money.

Except doing MnB, you don't get King's chip anyway.
But good to know that the Streets do have some use to them. As I said, usually just use them as scapegoats.
