I'd like a new ship upgrade -- or possibly a new special ability for smuggler captains.
You stick your messages and passengers in there. The hostile navies can search all they like but will never find them. This makes a strategy of 'let them search me, I don't care' and a non-warlike approach to making a living more viable.
