So it seems that being an Independent captain has lots of penalties. Here are what I've come up with:
- starting planet does not have sufficient water-fuel, nor offer any contracts nor repairs nor upgrades due to ridiculously low ratings
- indy planets have no doctors
- indy planets cannot use ship editor
- indy planets have lower-quality military base just because they're independent
- indy planets have significantly lower planetary ratings comapred to faction planets, meaning less contracts offered, goods available at exchange, recruits etc
- indy planets surrounded by red space which has increased wc and indy encounters which will be hosile to you no matter what because you can't get permit or rank
- can't increase rep or rank with indies, meaning no way to get urban zone bonuses at indy planets
I was wondering if perhaps you could have indy captains start in a faction planet and add in the description of Independents something like: "despite being an Independent by birth, faction planets contain the best upgrades, the most contracts and the cheapest goods not available at Indy planets. Hence, even Independents spend the bulk of their carrier dealing with Faction worlds". Or maybe you can warn newbies that playing as an Indy will be harder, by saying in the description something like: "Independents have more planets than any faction by far. However, independent planets have no doctors to repair HP and worse planetary ratings, leading to fewer contracts, more expensive goods and lower-quality ships and repairs. Hence, being an Independent is a formidable challenge and should only be tried by veteran star traders." A third option could be to increase the ratings of one or two indy planets in the top left sector, particularly the starting planet, so that it's more of an even playing field with factions. However, I know Independents purposefully have worse ratings as part of the storyline/gameplay so that would probably be the most radical.
