Sector scanners not working?

I researched Starship Engineering 1 to get the Sector Scan training, built a ship with it. and I get the Scan button for that ship, but I can't get it to work. The help text says "To use, select Talent and tap a deep space sector on the map." But tapping a deep space sector just give me the little blue movement circle. Am I missing something, or is this just not implemented yet? Or is this a bug?

No problem. The ship has weapons, I'll just use it as a kamikaze.
