Political Treaties Freeze

I haven't been able to catch it on pics yet, but I noticed that sometimes, the political treaties I make freeze for a turn or two before resuming at the rate they should. Has anyone else had this problem?

Officer Genious - what does "freeze for a turn" mean? The screen locks up?

No, the percentage simply doesn't move up. Turn 1 it's at 6%, Turn 2&3 it stays at 6% before rising to, say, 10% on Turn 4.
