Anyone who knows Cory Trese will know he never plays on Easy ... he's a sucker for the hardcore difficulties because once you get a hang of that, everything else becomes childs play. I'm really impressed at the 33 colonies - especially since that's over a third of the total worlds available on the map!

I'm playing on "Hard" difficulty, which is a bit lower than I usually play.
Cadar and Thulun together is a bit OP in the early game, but this empire is now 900 turns in and it is De Valtos that provides the backbone of the economy.
It's a very politically weak build, out of balance and prone to Solar Wars -- and the economy is 3::1 TP::Mines, which means we have swings from 6.5K profit per turn to -1.1K based on Politics.
Usually when I'm playing on Impossible I tend to use a lot more Mines and a lot less TP -- which is where I prefer Javat, Thulun and Rychart as my Factions.

I have reached the point where I will essentially use only Javat and Rychart, with the 3rd faction being whatever I feel at the time.
That's not too bad, though I hate to say your a bit slow for that map on hard. ;>. By turn 400 on that particular map, it shouldn't prove difficult to reach 40 colonies. But only because of how the map itself is laid out. Unless the Xeno get randomly placed close by your starting point (which I have yet to see happen on the Delga maps anyhow). However you have a weak setup for mid-game growth so I won't knock ya for it.
@starfixer You do not need to have more than about 1 ship per 2-3 colonies on hard difficulty for the most part. Once you get to around 1500 or so turns is when it becomes more difficult to defend colonies with low ship counts. Primarily because the Xeno ships themselves are not much of a problem until they start swarming you from multiple directions. Which doesn't happen much on the Delga maps unless you get an odd placement roll for the Xeno starting points. I have a play on hard on the 112 world Rinze map with 42 colonies and 30 ships, with 7 of those ships being colony ships in route to increase my territory. Once you have discovered the locations of the Xeno on any given map, it should not prove difficult to use a few ships and an outpost style planet (lots of planetary defense to prevent losses) to contain a particular Xeno, as they will either flee from your forces if you have an "overwhelming" presence, or continually attack your outpost if it is lowly defended. This becomes more difficult to maintain and accomplish in the upper reaches of turns and on higher than hard difficulty.

Most of my planets have enough Population and Defenses to safely Evacuate for 10 or so turns in case of a Xeno invasion.
That gives me plenty of time to move the fleet to defensive positions, and the Population and Quality are protected by Defense.
I've weathered two major conflicts so far, at one point I had more ships but mothballed some Cruisers with old weapons and low Xp.
