When I click to recruit scouts, and Templars (May be others) nothing happens. I have all available game upgrades and still cannot get these officers. Can anyone assist with what maybe wrong?

Go to Status and check your officers under the Ship tab. You might have 3 officers all ready and need to dismiss one while landed on a planet first.

The recruit button is there and doesn't do anything when I click it.

kuznar ... are you playing ST on Android or Apple? There are some known glitches with officer recruitment on IOS, although hopefully Cory has smoothed some of them out.
