-AP curses would be a big factor for some of the characters

fallen exactly and a heal and de-curse in one plus her own -ap curse would be an interesting combination.

I'm gonna go with a few of the others here and say that Kincaid would be my clear choice. Don't even really have to do a complicated build with him at all, just enough points into Sure Parry to get 3 guaranteed parries (6? 5?), level 10 into Darting Steel and then the rest of his points dumped into Cunning Footwork. In my mind, no contest.
Sure Parry and Cunning Footwork would boost his Parry and Dodge scores into the sky, Darting Steel would screw the other heroes' parry and dodge into the ground, and then the extra accuracy and crit chance from Cunning Footwork would be icing on the cake. Couple that with 3 guaranteed melee misses a round and you have a truly unbeatable melee presence. Sure, Tami/Kharj/etc might be able to get some ranged hurtin' in on him, but they would never be able to get enough to wipe him out before he closes distance and starts poking them to death with his toothpick!
*edit* just to illustrate my point, after posting this and playing my group that is currently going through the Torrent Watershed Kincaid landed a crit with darting steel for 101 damage on a Krete Archer followed by another crit on a Krete Warrior for 97 damage. LOVELY!
