Why do I get looted by privateers when I have rank and good reputation with that faction?

You need a trade permit with the faction.

I have letters of trade also. Still get looted if I give up.

Is the faction Privateer or is the faction an actual faction?

Robb - can you list the faction whose waters you are in, as well as the Faction of the enemy Captain?

Ruseland with rank 1, trade letters and a letter of marque and the privateer was Ruseland also.

And this cryptic message means -- a) he thinks there is a bug and b) he is going to investigate. So getting a #bugtracker-number is great news. He will come back, sometime -- no ETA possible-- with either the message that he found the bug, and it will be fixed in the next release, or else he cannot reproduce the bug, so he will want more details from you. (Things that happen, once, and then are never seen again are very hard to debug. Things that are easy to reproduce are simpler. So if every time you surrender to friendly privateers you are looted, then it will be easier to find the bug than if it only happens 'sometimes'. ) Thank you for reporting this.
