Forgive me if this has been asked before, but are the drops rolled when the chest is first spawned, or when it is opened? I'm just wondering because I'd like to know what would happen if I were to loot the chest just before going down into the rabbit hole instead of when I first beat the North Vault.
Would waiting like this possibly improve the drops, or is it going to be the same either way?

It's opened, I got a call from one of my sisters to check something out quickly. Right before I did that I opened a chest, came back to game, had to reload entire game, reopened the chest got a different roll.

Then this begs the question (and thanks for the example bowuserthing) - will chests always have the same set of random drops? I know they have a certain pool of items that they roll to decide on, but does waiting until after the Smith changes his weapon set [after you beat the North Vault] affect the base pool for the chests, or is each chest assigned a certain pool and that's it.

Seems like the latter, I got a Highlands Blade drop before clearing out the North Vault and two farmhills. Then right before the Shaman fight, I opened the for chests and got an Infantry Longsword as a drop. Either I got good RNG then bad RNG, but across my games, even in the Watershed, I get worse drops than those available in the shop.

The chest is rolled it is triggered with the "Did you hear that." Unlike monsters, the loot drops do not scale with the game state in this way. You get no advantage by waiting to open a chest.

Thanks for the clarification, fallen. I was considering testing it, but I didn't want to miss out on the loot when I needed it.
