Palaces "Defend 7 Upgrade Levels". What happens when you have more upgrades than defense? Will defense totally fail?
For example, Cadar Prime currently has 11 Upgrades, a Palace, and "Defense 7/13". In this case would only 7 of the 11 upgrades be protected?
(I'm also curious why the denominator of the "Defense" stat is 13 when the system only has 11 Upgrades.)

Defense needs to be equal to or higher than the total upgrades to be at its most effective. If I recal correctly, a fully defended system is about 80% likely to repel Xeno attacks. Less than the upgrade total means that you are less likely to defend the system.
Starports also count as installations that need to be protected, as do orbitals.

Also,don't forget the most important part of system defense: destroy world killer ships on sight. These are nearly always your #1 priority

Speaking of system defense, does having more defense upgrades then are required do anything? Yes it does. Every 50% of "Overdefense" provides a small advantage. It isn't necessarily worth it, but if you are building out we give you an advantage. So you are at 10/10 defense you get +1 at 15/10 and +2 at 20/10.

funny thing in defences is that they give you +1espionage - and for me these are the best arguments to build them on every planets in early-medium stage of game, especially if we play syndicates

Conversely, they are a big drain on your econ at that point. I usually fortify border worlds only.

I usually fortify border worlds only. not at all at that stage of game orbital defence 1 has 30$ maintain cost - within you get +1pop +1esp + 1trade since 1pop cost 10 anyway as any 1hab - in reality its +1esp +1trade for 20$ or +1esp +2trade for 30$ if you get orbital defence 2 so from what i think on crazy difficult you need at least trade treaty to get to 0 with $, but with high espionages its not as big problem as playing old clans with javat main economy pusher bigger number of espionages allows you to faster get rid of bans/embargos/wars and then go for aliance with Cadar's ability, so it allows you get more creds from thats TPs, and also get 10% discount in maintain cost from aliance much much faster i must also say that i dont play mixed factions - and that work great for syndicates because that really boost Rychard's bonus

I like to fortify somea few exposed planets to encourage the xenos to them. This helps keep the aliens away from my core worlds and acts as a staging point for invading xenos systems.
