Is a hab unit just living quarters? Or do they represent cities? I know, big question right:P I've always thought of Hab units as just living quarters, as factories, spice dens and exchanges are separate. Having said that, I guess it is hard to imagine millions of people crammed into a colony with no shops, schools, and other facilities.

I'd go with grudgingly accepting that I dont want peasant gravs in my palace and I need to bribe them with some shacks to live in Plus I'd rather not get chucked out of said palace when the revolution comes.

The Hab Unit is a massive, self-contained population center.
Population, by itself, generates income from shops, small manufacturing districts and taxes.
These vast habitation complexes incorporate schools, farms, housing, and basic commerce.
Factories, as a Colony Upgrade, likewise represent city sized manufacturing districts.

That would depend a huge amount on the Faction and the planet the Hab Unit is built on. Ice worlds, desert worlds, lush jungles, mountain strongholds, island habs ... multiplied by Faction style and the era of construction -- habs see a great deal of variety.

Are there any underwater habs fallen? I'm just curious because on worlds with large oceans, underwater real estate could be huge.

Underwater Habs would be great for tourism Wait... we are fighting for our lives against the xeno threat and there are still tourists! Having said that, if the politicians decide that what they really need is a solar war the moment they see a mass driver ship, I guess a few tourists are the least of my concerns
