Whenever I unlock the blueprint for a faction unique ship it never gives me the option to build one stock. I have to go into the designer and custom build the ship as I think it would be. Am I don't something wrong or missing something?

No, you're not doing anything wrong.
The Faction Ships are difficulty to produce canned ship designs for, because I have to guess what technologies you have.
I will keep working on this, and try to add canned designs for the Ship Hull types in the tech tree.

I'm not sure if this is the right place to ask this but, what does a gravity driver do? Is it like a rail gun or what?
