Has anyone chosen to hand over the Heartbeat of Summer? If so, are the rewards from his stash and (presumably) his shop worth it?

I gave it back, too. If that's the only thing you get from the quest then I don't think you'll be disappointed with what you get in return. It may not be one item that is as powerful, but you will get (or get the chance to buy) a lot of other unique and powerful loot. Unfortunately for me, one epic thing I got was a staff that sells for more than the Staff of Nashana (spelling?), but I had nobody who uses a staff. If I had a Lightening Spear Vincent it would have been incredible.
Next time I don't think I will be giving it back, but that's mostly because I want to see what the last fight is like. And so that..
