What does the political officer do? As far as i can tell, she just warns you when a planet has an embargo. Useful but unnecessary if you just check up on the conflict page before buying or selling.
Wish she could be more helpful, like keeping your trade permits intact when you violate an embargo. Yeah your rep could take a hit but she could convince the other faction to maintain tge permit.

Political officer also increases your negotiation skill, particularly if you have spice in your hold. I think there are extra bonus's for some professions like merchant and smuggler. They will also give you a message if your mission or combat against independents was actually another faction in disguise, hence alerting you to potential faction loss.
I thought I read somewhere that it also helped decrease the chances of faction loss for some situations, (for instance selling records in a spy war you have a chance of reputation loss to the other side). I have since looked for this but not been able to find it.
From other posts by Cory, the officers are all balanced to add the same total bonus to skills and abilities in different areas, with some officers better with some player professions. There are also a couple of extra's like the warning messages, or special abilities.
There was a page on the wiki explaining benefits of different officers, that was added recently. Choice of officer is dependent on player style and profession to get the most out of it. (although some captains appear to also think physical appearance is important~!)

The officers are up for a major overhaul in a few weeks.
A standardized template for "officer impact" has been proposed by SlayerNZ and some others:
- 1 warning - 3 bonuses - 1 special skill - 1 cargo requirement - one penalty
