On the tech tree Starport 4 comes in at Space Colonisation 1 but Starport 2 and 3 do not appear until Space Colonisation 3 and 4 respectively. This appears to be out of sequence; I would have expected Starport 4 to be furthest out on the branch.
Am I missing something or is this tech branch out of kilter?

This is intentional. I don't know if Cory plans to shuffle it around or what, but for now this is how it is.

Starport 2 and 3 are useful interim upgrades but are usually not constructed -- those are the same Starports the advanced Colonization Modules produce.
It's a trade off -- easier upgrades requires the Elite edition and RP.

Ok thanks. I think that makes sense. So looking at the tech tree as a whole, depending on your research path, you fully expect people to go from Exchange 1 to Exchange 4 (for example) without researching through the intervening layers? Its a play style choice?

Its a play style choice? Yes, the tech-tree is configured to allow for this as an optimization strategy. Do it too much, however, and you'll be outstripping your ability to balance the various factors of your economy and defenses.
