First Mate Too Picky (Bug)

My First Mate told me we're understaffed but the spice hall was empty and we should move on. Not trusting him (he's been hitting the spice and vudka a little too hard lately), I check for myself. Lo and behold, I found 14 able-bodied suckers volunteers.

It's not that he's saying "There's no crew here to be had". Instead he is more focused on looking after the existing crew and saying "there's nothing here to help make our current crew happier. No spice, no entertainment, no nothing.".
