I have an idea for a mid to late game tech that will solve 2 birds with one stone.
You need to drop a forward operating base, but you don't have the population growth to get cp on it anytime soon.
Military tree political tech event conscription. Spend credits, should be fairly be expensive to represent transport costs, to transfer 1-3 pop from factions prime world or better yet highest population world to the front, where you build the event.
Extra credit if you include a new sound bite : "FOR THE MOTHERLAND!"

Not sure what you are saying. If you are dealing with mid-late game, can't you just build Factory 1 with subsidize to speed things up. Factions like Thulun and Cadar have 3 CP immediately anyway.

You need population to activate more CP. I want 10 -> 12 on the front and I may play a mix without Cadar or Thulun

I have Cadar and Thulun along with Javat as my customed factions. Javat suffers this issue you mentions until Factory 1 is built and that can take good amount of turns even if I subsidized.
