Starport 4 available before Starport 2 or 3

I think you guys added Starport 2 and 3 as economic alternatives to the original Starport 4. How come I have to research further into the "Space Colonization" branch to get the cheaper options? Shouldn't I get the cheaper options available first?

In this case, no, it is more balanced the way it is.

2 and 3 are optional upgrades otherwise provided by earlier Colonization modules.

And the Elite prerequisites would block on 4, making it a big disadvantage for free.
