new encounter, sniper gun terrorist? (new security?)

The encounter, as I find it goes like this:

If anyone on my team was carrying a sniper rifle or light rifle, we could have found a vantage point and tried to take out the terrorist.

Not my problem, chummer. Isn't this your street to protect? (Ignore)
I could infiltrate the building and take the terrorist out quickly and quietly. This would rely on my Intelligence and Stealth. (Infiltrate)

So there is a missing description here, somebody running up to you and saying there is a terrorist somewhere, please kill him before he blows up something important.

Also, I am escorting 5 marks right now. I think the infiltrate option should not be available for me, with a message like:
If your team wasn't full of defenseless marks, you could have tried to infiltrate the building and capture the terrorist.

grävling - thanks, I will work on the strangely switched around text. The Encounter won't be disabling options due to escorting marks -- if you chose to Infiltrate, you'll leave those marks behind with the security team. CK2 maybe.

Fixed for next, the text you were missing reads:

Also, the text(s) do not indicate what the benefit to me would be, nor why he is bothering me in the first place. I think this encounter goes better if I have significantly good rep with the faction, and therefore the officer recognises me.

Playername, good thing you are here. We have a hostage situation here. A suicidal former employee has holed up in this building with several former co-workers and a home made bomb. He is threatening to blow up the building, killing everyone, unless we exchage his former boss for the hostages. That's not going to happen. We were plannning on assaulting the building, because we are out of options.

I might want to take over the negotiations and try to talk him out in addition to the options given.
