I've heard they have been trying to design weapons like this for years ever since they found out a side effect of a nuclear bomb blast is an EMP pulse that knocks out electronics. They always say these won't be used on people but does anyone remember the film Eraser? An EMP directed at someone with a pace maker would die. In the film, the weapons would kill someone with out one because of the sudden electric shock.

Something as localized as this I feel is more useful as an electronic version of a bomb disruptor, or in vehicle stopping and anti materiel activities. Jammers can block cell and other radio/microwave signals but ignore electro-optical signals and lasers as a remote trigger. I think old fashioned wind up clocks are hard to find these days too.
