First off, I know the game is in beta so I expect this, but I have not seen a thread yet that has brought this issue to light.
I am a new player to this game and have noticed that some of the encounter notification messages are a bit misleading. For example, I have gotten the notification that "You notice someone is following you" and when I press "confront" it turns out it was a roving gang of 6 people trying to kill me. When confronting I expected it to be just one guy. I have also gotten the notification that "You notice there are 3 enforcers harassing an innocent" when it is only 2 guards.
This is ok, but I just find myself always second guessing myself on whether or not to confront or not. Sometimes I expect there to be just one guy when I could be confronted with a group of 20 people.
Again, this is not necessarily a problem as I expect a beta release to have lower content.

I will revisit the encounter text for the next release and remove all the numbers from the descriptions.
We will have to find a way to inform the player that the other combatants were not seen or realized by the character at the time of the encounter.
There is a fun thread on the forum about new ideas for encounters as well.

@jackblades - If the number of enemies in the confrontation turned to violence increases, it can be assumed it because more came out of an alley or around a building. If the number decreases, assume it is because one of them ran away when you started threatening.
Encounters are a great way to gain experience, and meet random contacts. I have heard an experience player tout walking the streets of the NBZ over taking taxis anywhere, because on a taxi ride, you miss the chance for encounters.
As a system, encounters are still very BETA, and they will grow and change as they move forward (reputation aware, heat aware, contract away, different by region, more risk / rewards). From our pov, encounters are a very important part of the game design. The goal of encounters is always to have you "second guessing" the risk / reward factors!

The chance for negative results (the difficulty of the skill test) is determined by Heat and Reputation.
You should second guess yourself more with high heat and a negative reputation. But, that is also how you score the really rare contacts.
