The first number shows income after all dues paid. It is not uncommon to see numbers like "-5/-115".

TBs, that's a confusion a lot of people have been having. Perhaps you could change it to something like "a/+b-c", where a is net, b is gross, and c is maint? For example, "-5/+110-115"? That'd be a lot more intuitive and clear, in my opinion. Thanks.

If you expect X income and there's Y maintenance, it is not a rocket science to find out if X > Y. In either case, these numbers are informative only, as the final say is up to political situation. That may twist the results in many ways.

I did figure that out eventually. As long as the player understand that figure, I think it's Ok to leave it as it is for a quick glance as to how that colony is doing.
My suggestion is to make that left bottom coner have a link to a detailed break down page of the local economy.
