I've been wondering the same thing myself.
Particularly if additional ship material allocated Gun Decks might help. The description does say "Increase to-hit rolls for 1 range", and boarding is always a 1 range attack...
If not, perhaps the description should be changed to "Increase to-hit rolls for gun attacks"

From the help file in the game currently:
Warrior shows the Captain's Warrior skill. This skill is necessary to use the Boarding Training and Boarding Shuttles or Boarding Pods.

Gun decks improve all 1 range attacks, as I understand it. Including boarding and invasion.
