When you look the list of things to build, the top tier variants are listed first (which makes sense, as it is cheaped CP-wise to build high tier from scratch), but when you are browsing upgrades for existing structures, the ordering it opposite.
Fix please?

On this one, player feedback is decidedly mixed.

Err. Sorry, but that makes little sense. If I do have my own idea about next thing to build, the order isn't a concern, I'll chose whatever I need. But in general (translation: you're not under extreme moral pressure), it is cheaper to build the top available tier assuming the planet can hold one. Regardless if it is a new structure or an upgrade.
