I read in the manual that spice festivals produce 50 RP....
This is Obviously NOT in effect any more...correct???
I was 50 points into a 200 research project and had 5 festivals happen in my next turn...I double checked the Research Time left...and It had gone to 100 of 200....the Festivals had NO impact in the research...
Is there Anything that gives boosts to RP Points???

Spice Halls generate RP every turn.
Spice Festivals produce Morale.
There might be an issue in the manual -- I cannot find anywhere it says 50 RP for a festival. I'll keep looking.
When you build Colony Upgrades, they will list "5 RP" and that means they generate 5 RP per turn.

My bad...it says Research Festivals....so how does one have a research festival??
Think I have read this in one of the Factions...hmmm...
Festivals
colony_festival Festivals are useful to increase Morale, Trade and Research. They are one time events, meaning they do not cost Quality and their effects are only applicable once per Festival. Spice Festivals increase Morale by 1 to 4, Research Festivals increase RP by 50, and Trade Festivals increase one Turn’s Income by 100%.

I think that Thulun gets those. Or maybe it was rychart. At least it isnt a Sock Puppet festival.

Thulun gets Research Focus, Javat gets Trade Focus, and everybody can use the Spice Festivals

All groups can get spice festivals. According to the help document Thulun gets a Research Festival. That may have changed to the mid game tech that provides a percentage rp bonus but I'm not too certain.
