Willpower help you Resist Heat Damage, Resist Enemy Curses (not yet in play), Resist Radiation Damage (not yet in play with the monster's you've seen), and is used to set the Grenade Critical Dmg Cap.

I level it up early for any builds that I know are going to run hot. It also lets you resist Heat game from Radiation and Fire.

When I level my Engineer up i'm giving her mostly Willpower and Fortitude.

warhog - Engineers are definitely on the "hot list" -- lots of Talents that can be used or add +15 Heat. They are prime candidates for raising Willpower.

Willpower also generates Critical Hit damage for Grenades.
