Counter Attack: I won?

Playing through the Counter Attack level, I managed to lose the first Tact Point I captured, but when I captured another one, the view panned over to the dead tact point and said I'd won. That makes me think that I'm supposed to hold two tact points, not just captured two and not hold them. Whatever the goal, it seems odd to pan over to the tact point I had lost and tell me I won.
