Not enough SP in mission 2

I'm playing the second mission, where we first use a Tact Point. On the turn where it says I have enough SP to get an engineer, I only have 590 SP.

Could this be related to the Tact Point being down to 3/5 HP?

Might be some confusion, I think the version that went out as Phase 1 had disconnected HP and SP.

If not, fixed for next =)
