Level 3, mainly due to the length and the constant push. I'm all for a good "hold the line" style mission once in a while but I have always favored a more aggressive play style. Level 3 with it's randomness (yes, I know the solution doesn't change, but your first time through it's all guesswork) made me play in a more risky way.
All in all, while I know level 3 was difficult and feel that it could turn off newer players, I would heartily suggest including that style of mission in the hard or extreme campaigns. Even better, have the solution to the missions (code locations, routing, location or whatever, actual passable terrain) be randomly generated when the mission starts. That way, the hardcore sadists can have brutally tough missions that require guess work every time they run through them.
