After you capture a TP, you have access to the TP menus.
You may even be inclined to select recruit to get a new squad member in. (Oh, wouldn't you want recruit/veteran to be the same so that you automatically select from your most experienced all the time?) ...
ANYWAY don't select recruit/veteran because if you do, you lose SP. The unit cap doesn't update until the start of the next turn.
Since you are able to buy things within the TP (eg upgrades/gear), surely you could have the unit cap increase at the same time?
