Going down from Planetary Construction 4 the row is Space Colonization. The first item you can research and unlock is Starbase 4 instead of Starbase 2 - Starbase 1 is the original colonies. After you get Starbase 4 the other items are in the correct order but you are researching the not as good Starbase 2 and 3 etc.
It is handy getting a Starbase update that supports more people, "entertainment", etc, when some of my colonies are running into space issues but this seems odd without a story behind it. And then researching Starbase 2 and 3 after having 4 would be low on my list of things to do.
