P2: 0.0.9 cannot upgrade xander

I just finished the first level in the right console.

I upgraded all (3 each) of his attributes and skills.

However all of his talents are locked. So I have 2 points to spend and nothing to spend them on.

In the veterans screen, it indicates I need to level up.

The characters' names change with every game, so there's no telling who Xander is. Have you unlocked the appropriate areas in Requisition? If you haven't unlocked the right skills for him, then he won't have any that he can level up.

anvil - this is intended behavior. You need to unlock the Talents from the Requisition tree.
