I dunno, maybe they just don't work. We should try them at the new prices in P3 first before we make that judgement.

Radical thought here, remove the +SP upgrades and instead increase the SP kill bonus on Xeno. I'm getting SP for killing Xeno, around 6 - 10 points per kill, though I'm not sure if there is any variation depending on how tough the Xeno is. If this was increased and scaled, say 10 SP for a scittering to 20 SP for Goliaths and Spitters then this would provide a steady stream of SP which could be spent on ordnance.
I think any concerns that players might hunker down deliberately to attract Xeno and build up their SP should be offset by the gamestyle (fast and furious) and that a Goliath can still spawn next to your favourite soldier and kill them in two hits.

I think that would explicitly create a sense with players that the correct thing is to camp and kill Xeno -- not take, defend and improve Tactical Points. That seems to send the wrong message. That issue where you leave an weaker Soldier adjacent to a spawning nest only happens once!
