I imagine Hull Repair and Refueling play a role, but I'd like to understand how it works better and what other factors are involved.

You get a decrease if:
Ship is at full HP Ship is at full WF Ship is in green space (yellow too maybe?)
You get an increase if: Your ship is repairing Your ship is refuelling
Conflicts may also play a role in this.

Politics effect all ships of the affected Factions, regardless of positioning.

I think alliance reduces ship maint costs, and solar war increases them, but I may be mistaken...

Based on this, Hull damage/repair is confounded, since all my ships with hull damage are on green tiles. Still, it looks like hull damage/repair is more expensive than refueling. I might come back and do a few more ships or move one of the hull damaged ship into a red square and see what happens.
