Improved Access to the 4X Game Manual

I suggest putting a button for accessing the online Game Manual at the top of the Senate Library screen. This will make it clear to the new user that the Manual and Library are two separate things. I didn't realize that for the first couple of months I played.

Another advantage is that one wouldn't lose their cleared tiles, which become re-fogged when you return to the main menu to access the Manual.

Also, The button might be re-labeled to "Manual".
