Not a complaint, I'm just wondering if I ought to be doing something differently since I've never seen one.

they're not implemented yet. the "faction boss" is disabled in the market version for testing.
the boss will allow you to hire security, bribe off heat, lay low and sell "passcodes" or "signs" that can be used for various Faction security tasks (avoiding combats, opening doors, etc)
