Hello, ive played this game quite a bit and I never recall the hab units costing quality points. Because of this, my planets have practically no space for anything but hab units.
Latest version, android Galaxy s5

As long as I have been playing, each Hab building used up one quality point always. Except for very low quality planets (<10) this never seemed to be any real issue.
Maybe you could provide a screenshot of one of those planets together with the buildings you got on it?

I've been playing almost 6 months and second what euphorion said. You'll need higher level Habs which house more pop for the quality point that they use, and factories so you'll have the CP to build those higher level structures in reasonable time. A Factory 1 is almost always the first thing I build on a new colony. See this thread which has a lot of good info about dealing with low quality worlds: What happens when a colony goes independentAlso don't forget about orbital structures, many of which house a pop or two (more for Orbital Platform 2 & up).

Latest version, android Galaxy s5 Push hard to get two upgrades - Starport upgrades - Hab Unit levels (2, 3, 4) Once you get into these techs (they are pretty close to the start), upgrade your planets. One of the best upgrades is to bring all your new colonies up in Starport, as it gives you Habs as well as other bonuses. Be sure to upgrade your Hab Units to 2+ levels - you'll have plenty of room for other things.
