Under treaties, I would like to see the ability to move diplomatic efforts up and down the queue, like you can with colony projects. That way you can spend the resources where you need them most.

Yeah, that'd be nice.
If I recall correctly, when you put two things in the queue for diplomacy, points are assigned to one, then the other every other turn. (Been a while since I saw that, do I have that right?) That sort of punishes you for putting two in the queue because it delays the delivery of the first thing you had in there, and doesn't deliver the second one any sooner, at least as far as I could tell.

The help message for diplomatic queue says they are assigned randomly. But I can't imagine more than two at the same time in queue, so, it is mostly a round robin.
P.S. Research queue splits evenly, if you are wondering. So you can add new project just before the one completes and save RP from overflow.

Ahhh.... Adding a second project to get left over RP is the sort of micromanaging I love.
