I just colonized 2 star systems. One had a quality range between 2 - 20. After colonization, the quality was 13. The other system had an upper range of 24, and ended up at 8.
As I think about it, it seems that more often than not, final values tend to be more at the lower end of the range than the upper.
So, how is the final value of a star determined when it is colonized?
Is there a random number generator algorithm thingy buzzing along in the background and I'm just choosing the wrong moment to hit the 'colonize' button?
Or is it purely chance, and lady luck is pissed at me?

I'd guess it's indeed random - but would be very interested to learn if it were otherwise. I had a game I had to abort as almost all of my first colonies were Q7-Q8. In the game I started afterwards I got almost all colonies (especially the most important first 5-10) at the upper range or even at the maximum.
I general I'd prefer a more narrow Quality bands for colonies instead of the "2-22" or whatever. But then again, if you play a map like "Garden" where almost all planets are "10-..." it's pretty boring as well ;-)

You'd expect yellow stars to be at the upper range in quality. It shouldn't throw off the balance since it seems there are not as many of them compared to other stars
White dwarfs and blue stars could still be a gamble though. Not sure sbout the red giants.

Def a big mistake to abort games with Q7 and Q8 colonies, an Empire of Savage Hearts would be very, very wealthy.

Also, is there a way to make a low quality faction world, say a 5 or 6, with overcrowding and low morale become independant?

If it is 5 or 6 then yes, just wait for a while. =)
An upcoming release will have a way for your Diplomats to force Factions to abandon the Empire's lowest rated worlds.

I should add that, it cannot improve beyond the baseline world quality max.
For instance ; 2-20 And currently it is 9,you could spend time improving up to 20.
Maybe an event like the spice festival, rather than a ship.

I cannot see that being a feature that would work in ST 4X, even though it is a really great idea. Not a problem with the idea, but just different than ST 4X.
The game's existing terraform mechanics work really well withing the game framework and for most players. Are they giving you a particular type of trouble?
Making it about ships encourages the player to build, and micromanage, swarms of cheap terraforming ships.

Not for me, just thinking of solution to thread issue. I am happy with the occasional dead world. Although I'd like to choose to abandon it or leave it the independents.
I generally bomb the bejesus out of them until they're dead anyway. MWHAHAHA

So far I was good with 200k before building 30+ transports and finished rim 50x150 on crazy.

As with many 4x games, it is not your treasure that matters, it is your sustainability. If you generate more per turn than you spend on maintenance, you're fine.
Also, planet quality is less of a factor later in the game, when you get higher tech with more space-efficient items.
