Cannot get promotion in the castles

After some hard battles in STx4 with all that rules changes along the way, time for a cruise vacation.....

Lastest version of AoP. Samsung Galaxy S4 (SGH-I337M) with Android version 5.0.1.
Pirate wth Ruseland. Challenging difficulty.

No problem buying promotions from Ruseland, currently a Level 5 officer. After few Kraken encounters in Cadari territory at 3,3; my reputation with Cadari and Kaihmer went up to over 200. However the castles of Cadari and Kaihmer are not allowing me to buy promotions. In the castles wordings it said I can buy promotions but I don't see any buttons.

Am I missing something?

I am currently sailing back to Ruseland territory to see whether I can promote further at Ruseland ports. However I expect my 200+ reputation from Cadari and Kaihmer will also get me few ranks so I can buy something good from their dockyards. Reputation for both Cadari and Kaihmer started around 0 and -30 respectively until I get that string of Kraken encounters (2 Anguish of the Depths were defeated along with a bunch of lesser Kraken ships) That where my 200+ reputations came from.

I never see the promotion button for Cadari or Kaihmer.

Really? I do recall with my old memory that you could be officer of few navies many months ago before STx4 came out. It could my senile memory......
