I've unlocked the therm cutter and heavy carrier in the tech tree. However they're not available in my design/build list. On Android and latest build 2.11.3 THX for looking

Do you mean Thulun Cutter? I'm not aware of a 'therm cutter', though I haven't gone all the way to the end of the tech tree.

On Android and latest build 2.11.3 THX for looking There's no canned design for most of the higher level ships, so they won't automatically show up in the SHIP DESIGN LIST. Once you've unlocked the tech you'll have to design your own, save the design and after that you'll start seeing it in the SHIP DESIGN LIST. Here's how to do it: - Tap the ship icon at the bottom of the main screen which takes you to the ALL SHIPS screen.
- Tap the Designer button at the top of the screen which takes you to the SHIP DESIGN LIST screen.
- Tap the New Design button at the top of the screen which takes you to the SELECT HULL PATTERN screen. You'll find both the Thulun Cutter and the Heavy Carrier in the list on this screen.
- Tap the Thulun Cutter and the Ship Designer wizard will open. Go thru all the steps, then name and save it. Then the next time you open the SHIP DESIGN LIST, your custom designed Thulun Cutter will be there.
Follow the same steps to design and save your Heavy Carrier, and you'll be all set.

This is something I'm working on still. Not all Hull Architectures (Battlecruiser, Thulun Cutter, etc) have pre-generated designs. elwoodps nails it with his post. That's the way to build your own. Why don't they have pre-generated designs, you ask? Because the system I use to generate them depends on me guessing what technologies you have (at this time) and that rule doesn't make very good designs for later technology ships. I hope to someday builds an "Auto-design ship" that would be used to make ad-hoc designs for players, as well as generate a best-case canned design.

I have to say that the Thulun Cutter is problematic because it really depends on technologies that you won't get until much later, unless you're just wanting to build it as a different torpedo boat. You definitely can't put a grav canon on it until you've done some more unlocking and then you'll probably only be able to put a grav canon on it and nothing else (no armor, no upgrades) because of reactor/weight limitations. It's pretty anti-climatic to rush to unlock it if you're expecting a new type of awesome ship out-of-the-box.

This is why I'd suggest it either came with a basic Gravity Driver or had a ship design with one

Main use I see for the Thulun cutter is the ability to mount a crew upgrade. The crew upgrades are currently the best in the game for combat. Easily makes it the best Torpedo cruiser.

In my latest game the gravity drivers were absolutely devastating. I built around 6 of them and they accounted for over 100 kills between them, pretty much 80% of those kills were one hit, too.

Go 100% military Thulun/Cadar/Steel Song.
Mount a hypersonic crew on a Thulun cutter (+8dmg, + 3 Hypersonic attack, +5% crit), add Critical strike for + 15%, produce from a steel song colony for +5 exp/crit% = 25% Crit off the production line.
