Zenrin prime became over populated and lost morale but I thought that zenrin was immune to that?

They aren't "immune" they are "resistant", i.e. less likely to lose morale under these circumstances.
(There's no such thing as "bullet proof", only "bullet resistant".)

They're about 50% less likely to loose Morale than other Factions.
