ST RPG is getting a new feature called "Festivals"
Festivals are Elite only.
Festivals occur on specific worlds at specific times, on an schedule based on tide, astronomical events or other solar triggers.
So, for example:
Firetide
World: Ketsavong
Start Period: Every 11 Years and 16 Weeks
Duration: 8 Weeks
Effect: Doubles Available Recruits, Removed Trade Permit Requirement, 3 "Firetide Only" ships for sale during Festival

Talk Like a Pirate Day!
World: Cadar Prime, Zu Chong-Zhi, Pegasus Outpost, Cadar Pavonis
Start Period: First week of each year
Duration: ONE WEEK! YARRR!!!!!
Effect: No Trade Permits needed (to facilitate the quick-sale of pirated goods), Extra Recruits (every Pirate Captain needs a crew), Reduced cost on Torps and Barrage Guns (ummm, durrrr), AND . . . . Never-ending Rumors in the Spice Hall and Palace for any captain willing to . . . . Talk Like a Pirate!
Talk Like a Pirate Day is a seminal Cadar festival. It is celebrated universally across all Cadar worlds. It commemorates the plight of the early Cadar family, who when faced with a tragic lack of supplies as winter came on took to the skies to "liberate" the desperately needed food and fuel cells that the DeValtos Syndicate would not sell them (as they had no credits to their name). Lissa Cadar, the famous First Matriarch of the family, returned after successful "negotiations" (which went quickly) with a hold filled with all the needed supplies to help the colony endure that first terrible winter. As she said at the time, "Arrrrr, them scurvy dogs din't wanna give us what we needed. So I swabbed the decks with their blood and took it!" {Lissa was not noted for her verbal eloquence or speech-making abilities, on the other hand she was one damn mean shot with an H-K Torpedo!}

Dance of Stars
World:Marquette Alpha
Start Period: Every 16 Years
Duration: 2 Weeks
Occurs when the planet Limibic Altak and Marquette align for two weeks, riding the Lohere star's arc. Limibic coasts between Marquette and Lohere for a long two weeks, shedding the world in cascading arcs of light and darkness as it ebbs in and out of alignment.
Effect: Luxury Rations and Vudka on discount, Pardons on Discount, Scout Officer is available
