I actually haven't used festivals at all yet so maybe I just don't understand how they are supposed to work, but when I use the Thulun Research Focus, I get to 249CP (of 250) and it just stops building but is left in the queue. On the right it says "100% active", but I'm not sure what that means. I'm also not sure of what it actually does. It says it gives 2% system wide research bonus. Most of my systems have 10-20 RP. So that's not much of a bonus, especially if it has to be continually building to get it. It would be much better to leave the colony idle and get Thulun's +2RP bonus. The help file is also not clear. It says you get either +30 or +50 RP for a research festival.

Awesome thanks. In the short term, it would be nice to know if it's is really only giving a 2% bonus on the system RP. It would never seem worth it, in that case. Or is it giving an empire-wide 2% bonus?
Also, if I put something into the queue in front of it, will I lose any progress, or will it go back to "building" the focus when the other job completes?

I actually meant to ask you about this earlier: is there any way to have the focus (any focus really...) automatically moved to the bank of the line when you select a new upgrade?
