Can someone please help me figure out why I can't restore my purchases. I've bought both skin packs on my old Moto X with the same Gmail account I have on my new phone.

Sorry for the issues with Google Play and the IAP on your device. I am sure that we can get it working for you.
A few things that usually resolve it quickly --
1) update Google Play Services and Google Play.
2) Make sure that you are signed into the correct Google Play account and have accepted all EULA.
3) Fully quit the Star Traders 4X application and the Google Play application.
4) Re-open Google Play and then Star Traders 4X, and in the game open the "Game Store" Once you open the Game Store, we'll send Google a request for your account's IAPs.
After that, it is all up to Google Play Services. Hopefully that troubleshooting plan will get it working.
Also try rebooting the device, making sure you are signed into the correct account, make sure if you have multiple accounts the correct one is active, make sure you have a network connection. Luckily I can say for sure that it does work -- few few hundred people used the Restore feature for new devices this week and 99% of them work on the first try. I'm sure with the steps above we can get you going too!

Perhaps you are trying to restore the IAP into the wrong version of the game? There is an Elite and a Free Edition and the IAP from one will not restore into the other. If you are sure it isn't an issue on your end, and Google is sure it isn't an issue in their code ... I can really only think to offer a refund

Also -- you are pressing the "Restore" button, right? Yes, definitely,it's the elite version. And I have the account I bought it with active, so it isn't a problem there either. I'm also spamming the Restore button and waiting up to 5-6 minutes to see if that works. This sucks ):
