Espionage points go missing

I have noticed that not all of the espionage point get used.
Normally, I have several treaties going, but all the point go to one to complete it and left over points disappear.

A start of turn
 1) trade summit (112 of 200)
 2) trade meeting (0 of 100)

Have 112 EP
End Turn and
 a) Trade meeting failed
 b) trade summit (112 of 200)
 
Where did the other 12 EP go?

That's correct -- your diplomatic core focuses on one summit or treaty at a time.

Points are fully allocated to that treaty. The treaty is selected at random, once per turn.
