Needle Guns deliver DOT (Damage Over Time) at long range with lower initial damage.

Sniper Rifles deliver high penetration hits at long range.

Needle Guns are great where you are shooting enemies that won't be shot again, or will be exposed to other DOT sources like Hydra Flame.

Sniper Rifles are great where you are going for kills or facing heavily armored or highly resistant targets.

Both are equally effective at delivering the Scout's signature debuffing attacks.
